SUMMARY AS PASSED:

Elections; clarifications and revisions to registration and election processes; penalties. Incorporates changes to definitions, duties of election officials, registration procedures, voting procedures, and election offenses; penalties. This bill is identical to SB 1188 and HB 1878.

SUMMARY AS PASSED SENATE:

Elections; definitions; residence; certain presumptions. Provides that domicile requires a person to live in particular locality with the intention to remain. The State Board of Elections is required to promulgate rules and regulations to ensure the uniform application of the law for determining residence. The bill also creates a presumption that the address of residence given by an applicant for registration constitutes his domicile and place of abode.

SUMMARY AS INTRODUCED:

Voter registration residence requirements; students. Provides that a person who has established a physical presence and a place of abode in Virginia and who is enrolled as a full-time student in a degree or certificate program at an accredited public or private institution of higher education physically located in the Commonwealth shall be presumed to have established a domicile at that place of abode. This presumption shall not affect any determination of whether the student is eligible for in-state tuition.
