Two-Year College Transfer Grant Program; eligibility.  Includes Virginia domiciles who have earned 60 credit hours in a university parallel program towards a four-year degree at a Virginia two-year public institution of higher education as eligible for the Two-Year College Transfer Grant Program.  The bill is contingent upon funds being appropriated during the 2009 General Assembly session.
