SUMMARY AS PASSED SENATE:

Transportation surcharge; special license plates; license plates bearing reserved numbers or letters.  Allows the Commissioner to imposes a transportation surcharge not to exceed $10 per year on the issuance or renewal of most special license plates and license plates bearing reserved numbers or letters.
