SUMMARY AS PASSED HOUSE:

Board of Towing and Recovery Operators.  Revises the composition of the Board and provides that the Superintendent of State Police (or his designee) will be chairman of the Board.  The bill also requires the Board to make an annual report to the Governor, the General Assembly, the Superintendent of State Police, and postpones the date by which towing and recovery businesses must be licensed by the Board and by which tow truck drivers must have tow truck driver authorization documents issued by the Board from January 1, 2009, to July 1, 2009. Additionally, license fees charged by the Board are prohibited from being more than required to generate sufficient revenue to cover the Board's costs.  Licensed operators whose businesses generate less than $10,000 per year are not required to accept credit cards.  Finally, the bill provides a mechanism for suspension, revocation, and refusal to renew license or tow truck driver authorization documents issued by the Board.

SUMMARY AS INTRODUCED:

Board of Towing and Recovery Operators.  Repeals the chapter that established the Board of Towing and Recovery Operators. Removes the requirement that the advisory board of a local governing body include towing and recovery operators who are licensed.
