Virginia Energy Plan; biofuels made from nonfood crops.  Amends the Virginia Energy Plan to recognize the objective of increasing Virginia's reliance on and production of sustainably produced biofuels made from traditional agricultural crops and other feedstocks, and to support the delivery infrastructure needed for statewide distribution to consumers. SB 1427 is identical.
