SUMMARY AS INTRODUCED:

Individual income tax; sharing with localities.  Provides that the Commonwealth shall return to cities and counties 50 percent of the growth in income tax collections for each city or county. The amounts returned shall be expended for school construction costs and transportation needs of the cities and counties.
