Celebrating the life of Terrell J. Reid.

WHEREAS, Terrell J. Reid, the former utilities administrator for the City of Lynchburg, died on December 27, 2008; and

WHEREAS, a native of Lynchburg, Terrell Reid was born on July 4, 1947, to Annie Williams Reid and George James Reid; he attended E.C. Glass High School and graduated from Virginia Polytechnic Institute and State University with a degree in civil engineering; and

WHEREAS, a hard-working and valued employee, Terrell Reid spent most of his career with the City of Lynchburg, starting as an assistant engineer, then working as a construction and senior design engineer before becoming a utilities engineer in field operations; and

WHEREAS, recognized for his extensive experience and organizational ability, Terrell Reid became the utilities administrator for the City of Lynchburg in 1985 and held that post until his retirement in 2000; and

WHEREAS, as utilities administrator, Terrell Reid oversaw a major renovation and upgrade of the city’s two water plants and related facilities and supervised a $28 million upgrade of the wastewater treatment plant; and

WHEREAS, Terrell Reid developed a comprehensive plan for the correction of the city’s combined sewer overflow plan that included the enlargement of the sewers for future growth, which has been a model for use around the United States; and

WHEREAS, after retiring from the City of Lynchburg, Terrell Reid went to work as a consultant for Wiley & Wilson, where he used his extensive experience to help local government clients with water and wastewater solutions; and

WHEREAS, committed to his profession, Terrell Reid was a founding member, director, and past president of the Virginia Association of Municipal Wastewater agencies, past advisory board chairman appointed by three governors of the Virginia Water Resources Research Center at Virginia Tech, past director of the CSO Partnership, and president of the James River Basin Association; and

WHEREAS, Terrell Reid also served as a member of the technical advisory committees for Virginia State Water Supply Planning, Virginia Water Protection Permits, and the Chesapeake Bay Tributary Strategy; and

WHEREAS, Terrell Reid generously gave of his time and talents in the community as a member of Euclid Christian Church and as president of the Boonsboro/Peakland Neighborhood Association; and

WHEREAS, Terrell Reid loved hunting, fishing, and playing golf with his friends; he also enjoyed spending time with family, coaching his daughter Nikki in Little League baseball and taking his daughter to horse shows around the state; and

WHEREAS, a devoted family man, Terrell Reid will be sorely missed by his loving wife Betty Jean; daughter Nikki; numerous other relatives; and his many friends and admirers; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly mourn the passing of a dedicated public servant and outstanding Virginian, Terrell J. Reid; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Terrell J. Reid as an expression of the General Assembly’s respect for his memory.
