2009 SESSION
WHEREAS, Detective Michael Smith Phillips, of the Special Investigations Unit of the Virginia Beach Police Department, is remembered for his valiant performance as a law-enforcement officer and for his devotion to his family, community, and fellow officers; and
WHEREAS, on August 7, 2008, Detective Michael Phillips died in the line of duty during an undercover narcotics operation; and
WHEREAS, a native of New York, Michael Phillips was born on June 17, 1971, to Thomas and Beverly Phillips; graduated from Lansing High School in Lansing, New York; and joined the United States Air Force, where he served honorably for four years; and
WHEREAS, an admired six-year veteran of the Virginia Beach Police Department, Detective Michael Phillips also served three years with the Hampton Police Department; and
WHEREAS, committed to protecting and serving Virginia’s citizens and enforcing the laws of the Commonwealth, Detective Michael Phillips was a courageous and professional police officer, who was highly respected by his fellow law-enforcement officers; and
WHEREAS, dedicated to serving others, Detective Michael Phillips also volunteered as a firefighter and was always willing to help someone in need; and
WHEREAS, an exceptional mentor and role model for young people, Detective Michael Phillips generously gave of his time and talents as a baseball coach; and
WHEREAS, Detective Michael Phillips will be fondly remembered as a loving father and husband and greatly missed by his devoted wife, Terri Lyn; their two wonderful children, Bailey and Bristol; his numerous friends and admirers; and the residents of the City of Virginia Beach; and
WHEREAS, the loss of Detective Michael Phillips is tragic, not only for his family but also for his fellow law-enforcement officers and the citizens of the Commonwealth, and a reminder of the great sacrifices made by our police officers and all first responders throughout the Commonwealth and the nation; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the passing of a dedicated public servant and an outstanding Virginian, Detective Michael Smith Phillips; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Detective Michael Smith Phillips as an expression of the General Assembly’s respect for his memory.
