SENATE JOINT RESOLUTION NO. 400
Celebrating the life of Edgar Hall Bartley, Jr.

WHEREAS, Edgar Hall Bartley, Jr., of Dayton, Virginia, a revered high school teacher and exemplary public servant for 50 years, died on December 16, 2008; and

WHEREAS, Edgar Hall Bartley, Jr., was born on February 14, 1924, in Spotswood, the son of the late Edgar Hall and Mae Sidney Troxel Bartley; and

WHEREAS, Edgar Bartley received a bachelor’s degree from Otterbein College in Ohio, earned a master’s degree from what is now James Madison University, and served his country in the United States Army during World War II as a front line medic with the 83rd Field Hospital, Third Army; and

WHEREAS, Edgar Bartley married Virginia Britton Ruebush of Dayton on June 17, 1950, and the devoted couple shared a memorable life together for 58 years and have three wonderful children, Jacquelyn, Douglas, and Jeff; and

WHEREAS, a dedicated and talented teacher, Edgar Bartley first joined Broadway High School of Rockingham County Public Schools and then transferred to Turner Ashby High School, where he taught United States and world history, government, and economics for 30 years; and

WHEREAS, committed to public service and the well-being of his community, Edgar Bartley served his beloved town of Dayton with wisdom and integrity for half a century, first as a councilman beginning in 1951, then as mayor for 16 years, and subsequently as town recorder, until retiring in 2001; and

WHEREAS, always willing to help his fellow citizens in need, Edgar Bartley generously gave of his time and expertise to numerous civic organizations over the years, and he received many awards and accolades for his many contributions to his community; and

WHEREAS, Edgar Bartley will be fondly remembered as a loving family man and a tremendous supporter and mentor of young people and greatly missed by his wife, his children, and their families, including his three grandchildren, and his friends and admirers in Dayton and the Commonwealth; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly note with great sadness the passing of a fine community leader and outstanding Virginian, Edgar Hall Bartley, Jr.; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Edgar Hall Bartley, Jr., as an expression of the General Assembly’s respect for his memory.
