093584201WHEREAS, high-occupancy toll lane facilities (HOT lanes) are constructed for the purpose of managing highway congestion and moving vehicles and their passengers efficiently and safely; and
WHEREAS, the purpose of HOT lanes is defeated if the traffic using them travels at speeds significantly below the facility's posted speed limit; and
WHEREAS, it is thus highly desirable that any contract entered into by the Virginia Department of Transportation for the construction and operation of any HOT lane facility include a provision that stipulates that vehicles using the facility be able to operate at or near the lawful speed limit during peak travel periods; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That it is the sense of the General Assembly that any contract entered into by the Virginia Department of Transportation for the construction of additional lanes that include HOT lanes on any portion of Interstate Route 95 between the Interstate Route 95/395/495 interchange and Virginia Route 234 in Prince William County should specify that vehicles operating on the facility be capable of maintaining the lawfully posted speed limit 90 percent of the time over a consecutive 180-day period during morning and evening peak travel periods; and, be it
RESOLVED FURTHER, That the Clerk of the Senate transmit a copy of this resolution to the Commonwealth Transportation Commissioner, requesting that he further disseminate copies of this resolution to those employees of the Virginia Department of Transportation with responsibilities involving contracts for construction of HOT lane facilities so that they may be apprised of the sense of the General Assembly of Virginia in this matter.
