2009 SESSION
WHEREAS, Brandon Feagan of Culpeper won the Rally Masters Division world championship title at the 71st All-American Soap Box Derby held in Akron, Ohio, on July 21–26, 2008; and
WHEREAS, Brandon Feagan was thrilled to be one of the 21 division finalists to be included in the traditional escort to the track for the final rounds of the All-American Soap Box Derby by Akron Police Department officers on their motorcycles; and
WHEREAS, Brandon Feagan, age 15, earned the Rally Masters first place title after clinching four races with winning times of 29.06, 29.12, 29.14, and 29.20 seconds in the final round at legendary Derby Downs; and
WHEREAS, Culpeper has had soap box derby racing for six years and has grown into the second largest derby city in the world, and Brandon Feagan is proud to be the first local racer from his hometown to win a world championship title; and
WHEREAS, Brandon Feagan has the enthusiastic support of his parents, Linda Sue and Charlie Feagan, who were both in Akron to cheer him on, as well as Paul Bates, Sr., the owner and builder of the car that Brandon drives; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend and congratulate Brandon Feagan as the Rally Masters Division world champion of the 71st All-American Soap Box Derby; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Brandon Feagan as an expression of the General Assembly’s admiration of his achievement and championship performance and best wishes for success in all of his future endeavors.
