097322338WHEREAS, the importance of recycling is becoming of greater concern to the general public and its impact on the economy better understood; and
WHEREAS, recycling has become a major issue as scientific research has been suggesting for years that the earth's resources are being depleted too fast to sustain a healthy balance; and
WHEREAS, recycling is incredibly important as a means to reduce poisonous emissions into the atmosphere and also to spare our natural resources; and
WHEREAS, a major part of reducing the adverse affects of consumption is to emphasize the importance of recycling much of what we use, instead of turning it into unusable waste; and
WHEREAS, today many companies and individuals are improving their recycling habits by coming up with ways to reduce what they use and also to reuse as much of the original materials as possible; and
WHEREAS, it is important for governmental entities to take a stronger role in encouraging and advocating recycling on behalf of the public; and
WHEREAS, a significant way to encourage recycling efforts is to make more trash recycling receptacles available at public places where major events are held and at governmental facilities; and
WHEREAS, by making available more recycling receptacles, opportunities for recycling are increased; and
WHEREAS, through Senate Bill 930 of the 2009 Session of the General Assembly, the Department of Environmental Quality will develop a comprehensive Virginia Waste Management Plan that includes increasing recycling rates; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the Department of Environmental Quality be requested to develop a plan to increase the usage of recycling receptacles at public places and governmental facilities. Such plan shall be developed in conjunction with the Virginia Waste Management Plan.
The Department of Environmental Quality shall submit to the Division of Legislative Automated Systems an executive summary and report of its progress in meeting the request of this resolution no later than the first day of the 2010 Regular Session of the General Assembly. The executive summary and report shall be submitted for publication as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website.
