AMENDMENT IN THE NATURE OF A SUBSTITUTE

Requesting George Mason University, Northern Virginia Community College, Loudoun County Public Schools, Loudoun County, and the Town of Leesburg to jointly study the feasibility of establishing a permanent campus of George Mason University in Loudoun County. Report.

WHEREAS, George Mason University has long expressed interest in establishing a permanent campus in Loudoun County; and

WHEREAS, there may be several locations suitable for such a full-service facility, which will include a partnering with Northern Virginia Community College; and

WHEREAS, the State Council of Higher Education for Virginia (SCHEV) is ultimately charged with serving as the coordinating agency for the public institutions of higher education in Virginia; and

WHEREAS, before seeking SCHEV approval, it would be helpful to know what options exist for locating a permanent campus in Loudoun County; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That George Mason University, Northern Virginia Community College, Loudoun County Public Schools, Loudoun County, and the Town of Leesburg (the joint study group) be requested to jointly study the feasibility of establishing a permanent campus of George Mason University in Loudoun County.

In conducting its study, the joint study group shall, in coordination with one another, (i) solicit proposals from interested parties to develop a permanent campus of George Mason University in Loudoun County based on the criteria established in the report "Planning for Enhanced Public Higher Education in Loudoun County" and (ii) evaluate all such proposals with input from the State Council of Higher Education for Virginia.

Technical assistance shall be provided to the joint study group by the State Council of Higher Education for Virginia. All agencies of the Commonwealth shall provide assistance to the joint study group for this study, upon request.

The joint study group shall complete its meetings by November 30, 2009, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2010 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
