Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 24.2-417.2 as follows:

§ 24.2-417.2. Registration residence requirements; students.

A person attending an accredited public or private institution of higher education physically located in the Commonwealth may choose to be registered to vote either  [  at his residence prior to his attendance or at his residence during his attendance. at his address while attending the institution or at an address where he is otherwise domiciled.  ]
