Be it enacted by the General Assembly of Virginia:

1. That Chapter 596 of the Acts of Assembly of 2000 is amended by adding a section numbered 5 as follows:

§ 5. That the Southeastern Public Service Authority of Virginia shall in good faith entertain and negotiate any and all reasonable landfill gas contract offers that have the potential to result in landfill gas-to-fuel or landfill gas-to-electricity and steam generation, thereby creating green-energy job opportunities and revenue to the area served by the Authority.

2. That an emergency exists and this act is in force from its passage.
