Be it enacted by the General Assembly of Virginia:

1.  § 1. That, notwithstanding the provisions of Chapter 919 of the Acts of Assembly of 2007, the regulations implementing the requirements for a technical diploma shall not go into effect before the 2010 - 2011 school year.
