Be it enacted by the General Assembly of Virginia:

1.  § 1. The Department of Charitable Gaming shall contract with the State Lottery Department to provide administrative and marketing support for a one-time raffle conducted by a qualified organization as defined in § 18.2-340.16 of the Code of Virginia, the proceeds, after payment of expenses, prizes, and 20 percent to the Virginia Film Incentive, shall be paid to the qualified organization conducting the raffle.

§ 2. The Department of Charitable Gaming shall determine, in conjunction with the State Lottery Department, the eligibility requirements for a qualified organization to conduct the raffle.  The raffle shall be conducted in accordance with § 18.2-340.26 of the Code of Virginia and regulations of the Department of Charitable Gaming.  Raffle tickets shall be sold only for a 30-day period at a time determined by the Department of Charitable Gaming and the State Lottery Department.  The drawing for the raffle shall occur on the day following the last authorized day of sale of the raffle tickets.

§ 3.  The award of any prize money for the raffle shall not be deemed to be part of any gaming contract within the purview of § 11-14 of the Code of Virginia.
