AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to amend the Code of Virginia by adding a section numbered 46.2-726.1, relating to fees for issuance of certain special license plates and license plates with reserved numbers or letters.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 46.2-726.1 as follows:

§ 46.2-726.1. Special license plates and license plates with reserved numbers or letters; fees.

The Commissioner may increase the annual fees prescribed for any special license plates authorized by the General Assembly pursuant to § 46.2-725 or by the Department pursuant to § 46.2-749; however, the total of all fee increases for an individual special license plate authorized under this section shall not exceed $10.

The Commissioner may not increase the annual fee for any special plate that is either (i) issued free of charge or (ii) subject to a one-time fee plus the prescribed fee for state license plates.

The Commissioner may increase the annual fee prescribed in § 46.2-726 for license plates with reserved numbers or letters; however, the annual fee for license plates with reserved numbers or letters shall not exceed $20 plus the prescribed fee for state license plates.

If the annual fee for license plates with reserved numbers or letters is increased pursuant to the provisions of this section, the annual fee for special license plates with reserved numbers or letters shall continue to be calculated as required by § 46.2-726.
