Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 46.2-686.1 as follows:

§ 46.2-686.1. Imposition and collection of transportation surcharge for issuance or renewal of certain special license plates and certain license plates bearing reserved numbers or letters.

The Department shall impose and collect a fee of $25 per year for the issuance or renewal of any special license plate or license plate bearing reserved numbers or letters. The fees collected by the Commissioner pursuant to this section shall be paid into the state treasury and shall be set aside as a special fund to be used to meet the expenses of the Department.

The provisions of this section shall not apply to any special license plate that is either (i) issued free of charge or (ii) is subject to a one-time fee plus the prescribed fee for state license plates. Special license plates bearing reserved numbers or letters shall be subject to only one $25 surcharge per year.
