Be it enacted by the General Assembly of Virginia:

1. § 1. That the State Water Control Board shall adopt regulations within 180 days after enactment providing an exception to the total maximum daily load allocations for certain wastewater treatment plants. The exception shall allow up to five additional years to conform to the total maximum daily load allocations for wastewater treatment plants that (i) serve urban development areas, as defined in § 15.2-2223.1, or (ii) have begun construction on an expansion or upgrade by December 31, 2010.
