HOUSE JOINT RESOLUTION NO. 969
Commending the Honorable Jean Harrison Clements.

WHEREAS, the Honorable Jean Harrison Clements of Loudoun County retired on December 31, 2008, after having served as a judge for eight years on the Virginia Appellate Court and 22 years on the district and circuit courts for the Twentieth Judicial District; and

WHEREAS, a native of Front Royal, Jean Clements graduated from Warren County High School in 1956, completed three years at what is now James Madison University, and earned a law degree from the University of Virginia School of Law in 1962; she was one of only five women in her law school class; and

WHEREAS, Jean Clements served as clerk for the Arlington County Circuit Court for two years and had a private law practice in Arlington until she moved to Loudoun County in 1971, where she continued a solo law practice; and

WHEREAS, Judge Clements was first appointed to the Juvenile and Domestic Relations District Court in Loudoun County in 1986, was elevated to the Circuit Court in 1998, and then appointed to the Court of Appeals in 2000; and

WHEREAS, Judge Clements was the first woman to serve on the circuit court for the Twentieth Judicial District, covering Loudoun, Fauquier, and Rappahannock counties, and the first judge from Loudoun County to serve on the Court of Appeals, where she continues to serve her fellow citizens as a senior judge; and

WHEREAS, throughout her time on the bench, Judge Clements has served all the citizens of the Commonwealth, in matters great and small, with great intellect, common sense, and commitment to equal justice for all; and

WHEREAS, a tremendous supporter of her profession and her community, Judge Clements has given generously of her time and immense talents to professional and civic organizations, and she has received numerous accolades over the years for her many contributions as a jurist and public servant; and

WHEREAS, Judge Clements plans to spend more time in her retirement enjoying her many interests, including bird photography, stamp collecting, genealogy, and learning to play the piano; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Honorable Jean Harrison Clements for her dedication to Virginia's judicial system, her profession, and the people of Loudoun County and the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Honorable Jean Harrison Clements as an expression of the General Assembly's gratitude for her outstanding public service.
