HOUSE JOINT RESOLUTION NO. 961
Commending Dr. Richard N. Baylor.

WHEREAS, Richard N. Baylor, M.D., of Kilmarnock is recognized as the recipient of the 2009 American Medical Association Foundation’s Jack B. McConnell, M.D., Award for Excellence in Volunteerism and for his outstanding service to the Northern Neck Free Health Clinic (NNFHC); and

WHEREAS, Richard “Dick” Baylor graduated with a bachelor’s degree from the University of Richmond in 1944 and received his medical degree from the Medical College of Virginia, now Virginia Commonwealth University School of Medicine, in 1946; and

WHEREAS, Dr. Baylor served his country as a captain in the United States Army Medical Corps from 1947 to 1949 and served his residency in internal medicine at McGuire Veterans Administration Medical Center from 1949 to 1952; and

WHEREAS, a dedicated and caring physician, Dr. Baylor maintained a private practice of internal medicine in Richmond for 19 years and in Suffolk for 17 years; and

WHEREAS, after a rewarding and exemplary career as a private physician, Dr. Baylor was determined, in his retirement, to realize his life-long aspiration of providing health care, free of all bureaucratic entanglements, to uninsured patients in his community; and

WHEREAS, while president of the Northern Neck Medical Association, Dr. Baylor helped organize the NNFHC in Kilmarnock in 1993, which started out operating just one night a week in donated office space; and

WHEREAS, Dr. Baylor served as the first president of the NNFHC from 1993 to 1996, has served as medical director from 1997 to 2009, and as a valuable member of the clinic’s board and numerous operating committees; and

WHEREAS, Dr. Baylor has spent almost every day of his retirement volunteering in the clinic, treating thousands of patients, and constantly advocating for the uninsured working poor; and

WHEREAS, over the years, Dr. Baylor has received numerous awards and accolades for his selfless service, including the Outstanding Community Service Award by a Physician by the Medical Society of Virginia in 1995, the Silver Good Citizen's Medal by the National Society of the Sons of the American Revolution in 1996, the Unsung Hero Physician award by the Virginia Health Care Foundation in 2003, the annual award for service to the medically underserved by the Medical Society of Virginia in 2005, and the Salute to Service award from the Medical Society of Virginia Foundation in 2008; and

WHEREAS, for 15 years, Dr. Baylor has worked tirelessly to ensure that the medically uninsured and underserved receive the health care they need, and today the NNFHC serves patients from Lancaster, Middlesex, Northumberland, Richmond, and Westmoreland counties through an onsite pharmacy, medical clinic, dental clinic, and outreach clinic in Montross; and

WHEREAS, since the clinic’s meager beginnings, Dr. Baylor has been the driving force behind the NNFHC’s phenomenal growth and success through his hands-on guidance, endless energy, compassion, and heartfelt dedication to his patients, his fellow volunteers, and his community; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend and congratulate Dr. Richard N. Baylor as the recipient of the 2009 American Medical Association Foundation’s Jack B. McConnell, M.D., Award for Excellence in Volunteerism and his outstanding service to the Northern Neck Free Health Clinic; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Dr. Richard N. Baylor as an expression of the General Assembly’s gratitude for his dedication to providing quality health care to his fellow citizens.
