WHEREAS, Meyera E. Oberndorf is recognized for her longtime service to her fellow citizens as the mayor of the City of Virginia Beach from 1988 to 2008; and

WHEREAS, Meyera Oberndorf was the first directly elected mayor and the first woman mayor in the history of Virginia Beach; and

WHEREAS, Meyera Oberndorf was first elected to the Virginia Beach City Council in 1976 as the first woman elected to public office in the city, and she chaired the Public Library Board for nine years; and

WHEREAS, before being elected mayor in 1988, Meyera Oberndorf served two years as vice mayor; and

WHEREAS, Meyera Oberndorf helped establish the Virginia Beach Human Rights Commission, which was adopted by the Virginia Beach City Council in 1991 and reaffirmed by ordinance in 1998; and

WHEREAS, during her tenure, Mayor Oberndorf emphasized the importance of economic development; supported e-government, which resulted in the city being recognized as the top digital city in 2004; and helped to implement initiatives that created over 30,000 area jobs; and

WHEREAS, throughout her career in public service, Mayor Oberndorf has given her time and talents to many civic organizations, serving as a trustee of the United States Conference of Mayors; as a member of the National League of Cities' Advisory Board and the Advisory Committee of the Virginia Institute of Government; as president of the Virginia Municipal League; and as a board member of the Hampton Roads Partnership and the Economic Development Alliance; and

WHEREAS, Mayor Oberndorf has received numerous awards and accolades, including Outstanding Woman of Virginia by the American Legion Auxiliary; Newsmaker of the Year by the Virginia Press Women; Women's Achievement Award by the Zonta Club of Hampton Roads; Hampton University President's Citizenship Award; Leadership Award by the International Economic Development Council; and the Humanitarian Award from the National Conference of Christians and Jews; and

WHEREAS, Mayor Oberndorf was recognized by Newsweek magazine as one of the 25 most dynamic mayors in the United States; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend and congratulate Meyera E. Oberndorf for her longtime public service to her fellow citizens as the mayor of the City of Virginia Beach; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Meyera E. Oberndorf as an expression of the General Assembly's appreciation for her commitment to the citizens of Virginia Beach and best wishes in all her future endeavors.
