WHEREAS, T. L. (Tommy) Neal, the longtime, respected Chief of Police of Altavista, retires on January 31, 2009; and

WHEREAS, believing in the importance of proper training and education, Tommy Neal received an associate degree in police administration and graduated from the FBI National Academy; and

WHEREAS, a dedicated and responsible man, Tommy Neal began his career as a patrolman and the sixth officer in the Altavista Police Department; he quickly rose through the ranks, becoming chief of police in 1984; and

WHEREAS, an able administrator, Tommy Neal oversees the Altavista Police Department, which today has a staff of 10 sworn officers and an annual budget of more than $850,000 and provides important services to the Town of Altavista; and

WHEREAS, a visionary and practical leader, Tommy Neal has upgraded the equipment of the Altavista Police Department, focused on training officers, implemented an emergency response team, and had in-car cameras installed in patrol vehicles, all to better serve the citizens and police officers of Altavista; and

WHEREAS, mindful of the needs of the community and his profession, Tommy Neal has served on the Central Virginia Criminal Justice Academy Board of Directors for more than 12 years, the Campbell County Highway Safety Committee, the Campbell County Public Safety Committee, the Lynch Station Ruritan Club board of directors, and as a member of the Virginia Association of Chiefs of Police; and

WHEREAS, Tommy Neal will remain busy in his retirement as he currently serves on the Hurt Town Council and was recently selected vice mayor; he also enjoys traveling and spending time with his beloved family; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend T. L. Neal for his 25 years as Chief of Police of the Town of Altavista; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to T. L. Neal as an expression of the General Assembly’s gratitude for his lifetime of public service and best wishes in all his future endeavors.
