Commending Sanford B. Wanner.

WHEREAS, Sanford B. Wanner will retire on July 1, 2009, after 13 years of outstanding service as county administrator of James City County; and

WHEREAS, Sanford B. "Sandy" Wanner received a bachelor's degree in education from Trenton State Teachers College and a master's degree in administration from George Washington University; he honorably served his country as a United States Marine Corps infantry officer for 21 years, retiring as a lieutenant colonel; and

WHEREAS, in 1979 Sandy Wanner began his distinguished career in public service with Fredericksburg City Public Schools as business affairs manager and two years later joined the Williamsburg-James City County Public Schools as finance manager; and

WHEREAS, in 1985 Sandy Wanner served as James City County's assistant county administrator and general manager for the James City Service Authority; and

WHEREAS, after serving for four months as acting county administrator, Sandy Wanner was appointed county administrator by the Board of Supervisors in August 1996; and

WHEREAS, as county administrator, Sandy Wanner helped guide James City County through the Jamestown 400th Anniversary celebration, and was instrumental in bringing new economic opportunities to the community, including the development of New Town and the opening of the Wal-Mart Distribution Center; and

WHEREAS, during his tenure, Sandy Wanner has skillfully overseen tremendous changes in the economic development of James City County—the expansion and improvement of the Williamsburg-James City County Public Schools, emergency services, infrastructure, environmental programs, and other public projects and services for residents, including Freedom Park and the James City County Stadium at Warhill District Park; and

WHEREAS, under Sandy Wanner's leadership, James City County was ranked as one of Virginia's fastest growing areas; and

WHEREAS, receiving countless awards and accolades over the years, Sandy Wanner was awarded most recently the Chairman's Award by the James City County Board of Supervisors and the Roll of the Drum award by the Greater Williamsburg Chamber and Tourism Alliance; and

WHEREAS, after 50 years of exemplary military and public service, Sandy Wanner will return to his first love—teaching; he wants to teach middle and high school students as a substitute or perhaps serve as an adjunct professor at the new Thomas Nelson Community College; and

WHEREAS, Sandy Wanner looks forward to enjoying more leisure time with his wife, Judith Jones-Wanner, and his four children, seven grandchildren, and one great-grandchild; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Sanford B. Wanner on 13 years of outstanding service to his fellow citizens as the administrator of James City County; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Sanford B. Wanner as an expression of the General Assembly’s gratitude for his many achievements and best wishes for a happy and rewarding retirement.
