098344680WHEREAS, the provision of public safety for the citizens of the Commonwealth is one of the Commonwealth's most important responsibilities; and
WHEREAS, providing public safety involves not just uniformed police officers, sheriffs, and state police officers but an elaborate and specialized support network of undercover officers, persons with specialized training and skills to cover a wide variety of public safety situations ranging from crowd control to hostage situations, as well as specialized equipment and vehicles; and
WHEREAS, in any public safety situation an efficient and knowledgeable public safety communications network must deploy the proper mix of public safety personnel and equipment to safely handle the situation; and
WHEREAS, the highly trained and skilled personnel in the sheriffs' dispatchers' offices play a critical role in providing the efficient and appropriate response to public safety situations; and
WHEREAS, evidence suggests that serious discrepancies exist in the pay grades in sheriffs' dispatchers' offices, and if left unresolved, could produce serious consequences in providing for the public's safety; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the State Compensation Board be requested to study the pay grades in sheriffs' dispatchers' offices, to determine if any inequities exist, and if any are found, to recommend changes to eliminate such pay grade discrepancies.
All agencies of the Commonwealth shall provide assistance to the State Compensation Board for this study, upon request.
The State Compensation Board shall complete its meetings by November 30, 2009, and the Chairman shall submit to the Division of Legislative Automated Systems an executive summary of its findings and recommendations no later than the first day of the 2010 Regular Session of the General Assembly. The executive summary shall state whether the Commission intends to submit to the General Assembly and the Governor a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website.
