HOUSE JOINT RESOLUTION NO. 649 Offered January 14, 2009 Prefiled December 17, 2008 Celebrating the life of Carter Randolph Allen. ---------- Patrons-- Landes; Senator: Hanger ----------

WHEREAS, Carter Randolph Allen of Waynesboro, a former commonwealth's attorney, died on July 10, 2008; and

WHEREAS, Carter Allen was born to Susan Hackney Garrott and James Edward Allen on August 28, 1921; and

WHEREAS, Carter Allen received a bachelor's degree from Marshall College and received a law degree from the Washington and Lee University School of Law; and

WHEREAS, Carter Allen proudly served his country as a lieutenant (jg) Unites States Naval Reserve during World War II, including time in the Pacific on board the destroyer USS MacDonough; and

WHEREAS, Carter Allen married his beloved wife, the late Helen Porter Coley Allen, while on leave during the war; they had four wonderful daughters; and

WHEREAS, dedicated to his profession, Carter Allen practiced law for 54 years and finished his career as a senior partner at what is now Allen & Carwile, PC; and

WHEREAS, Carter Allen, a committed public servant, served as the Commonwealth's Attorney for the City of Waynesboro from 1954 until 1969 and for the County of Augusta from 1959 to 1960; he also served as City Attorney for Waynesboro on three different occasions for a total of 25 years; and

WHEREAS, mindful of the needs in the community, Carter Allen served as president or director of the YMCA, Chamber of Commerce, Rotary Club, Lions Club, Waynesboro Community Hospital, Waynesboro Public Library, and the Blue Ridge Multiple Sclerosis Society; and

WHEREAS, Carter Allen was a faithful member of First Presbyterian Church and was active in the church's many missions in the community; and

WHEREAS, Carter Allen will be fondly remembered for his kind and generous nature and will be greatly missed by his surviving children, Charlotte, Mary and Catherine and their families, and his numerous friends and admirers; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly mourn the passing of an outstanding Virginian, Carter Randolph Allen; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Carter Randolph Allen as an expression of the General Assembly’s respect for his memory.
