092604724Be it enacted by the General Assembly of Virginia:
1. § 1. That the Department of Human Resource
Management (Department) is instructed to develop a statewide [ optional ]
health insurance program (program) for [ teachers
school board and local government officers and employees ] ,
similar in plan design and administration to the health insurance program for
state employees. The program will cover [ all teachers employed
by officers and employees of ] local school boards [ and
localities ] throughout the Commonwealth. The program will be
self-insured through premium payment from participants and employers and
administered by the Department through contracts to be awarded through the
procurement process. The Department shall also develop an alternative program
that covers all eligible employees and retirees of local school boards [ , and
officers, employees, and retirees of localities ] .
School boards [ , the governing bodies of
localities, ] and existing administrators of health insurance programs
provided to school boards [ and localities ] are
instructed to cooperate with the Department in the development of the health
program for teachers [ and local government officers and employees ] ,
and the alternative program for all employees and retirees of local school
boards [ and localities ] ; including providing
census and claim information necessary for performing actuarial analyses, plan
and premium information for existing health programs, and, as needed, access to
[ school board ] administrators and [ school
board ] employees for interview purposes.
The program that is developed shall not be implemented unless and until it is mandated by the General Assembly.
