Be it enacted by the General Assembly of Virginia:

1.  § 1. That the Governor and the General Assembly shall develop and implement a plan to provide funding to the Department of Medical Assistance Services to eliminate the waiting lists for services provided to individuals on the Mental Retardation Waiver and the Individual and Family Developmental Disabilities Support Waiver within 10 years. The plan shall require a 20 percent reduction in the total number of individuals on waiting lists for the Mental Retardation Waiver and the Individual and Family Developmental Disabilities Support Waiver during the 2008-2010 biennium, and additional 20 percent reductions in the total number of individuals on waiting lists for the Mental Retardation Waiver and the Individual and Family Developmental Disabilities Support Waiver during subsequent biennia, resulting in a 40 percent reduction of the total number of individuals on the waiting lists during the 2010-2012 biennium, a 60 percent reduction of the total number of individuals on the waiting lists during the 2012-2014 biennium, an 80 percent reduction of the total number of individuals on the waiting lists during the 2014-2016 biennium, and elimination of the waiting lists during the 2016-2018 biennium.
