Local governing bodies as agents of the Commonwealth Transportation Commissioner; removal of certain advertising.  Allows the governing body of any county, city, or town to authorize local law-enforcement agencies or other governmental agencies to act as agents of the Commissioner for the purpose of removing certain signs and advertising.

REAL ID Act and citizens' privacy.  Prohibits DMV or any other agency of the Commonwealth from using any type of computer chip or radio-frequency identification on licenses and identification cards and from sharing certain data with other states or with any federal government agency. Further provides that no biometric data will be gathered or retained.

A BILL to specify agency prohibitions in the Commonwealth's implementation of the REAL ID Act of 2005 and citizens' privacy.

Contractor performance bonds for locally administered transportation improvement projects.  Provides that whenever any county, city, or town undertakes administration of a transportation improvement project and obtains, in connection therewith, contractor performance bonds that include the Virginia Department of Transportation as an additional insured, the amount of such bonds shall be no greater than would have been required had the Department not been included as an additional insured.
