H.B. 2052 Alcoholic mixed beverages; exception for certain spirits that licensee cannot deliver to consumer.

Alcoholic beverage control; prohibited acts by mixed beverage licensees; exceptions.  Makes an exception for certain spirits to the rule that a mixed beverage licensee cannot deliver to a consumer alcoholic beverages in the original bottle. To qualify for the exception, the bill requires that (i) the original container of spirits is no larger than 375 milliliters, (ii) the alcohol content is no greater than 15 percent by volume, and (iii) the contents of the container are carbonated and perishable.

S.B. 1494 Spirits delivery permit; authorizes permittee to purchase spirit from Board and deliver to business.

Alcoholic beverage control; spirits delivery permit.  Creates a spirits delivery permit that would authorize the permittee to purchase spirits from the Board and to deliver the spirits to the business premises of a mixed beverage licensee. Upon written authorization by any mixed beverage licensee, the permittee may purchase the spirits directly from the Board using its own business checks and credit cards, provided the mixed beverage licensee makes payment at or before the time of delivery.

S.B. 1506 Comprehensive Services Act Program; judicial assignment of children.

Comprehensive Services Program; judicial assignment of children.  Provides that in cases of judicial assignment of children to the Comprehensive Services Program the court shall consider (i) the recommendations of the family assessment and planning team and the community policy and management team and (ii) if the cost of any services ordered may exceed the average cost for that category of services, as reported on the publicly accessible website of the Office of Comprehensive Services, the recommendations of the local governing body that will be responsible for the local match portion of the cost of the services. This bill also provides that services ordered shall be limited to services approved by the community policy and management team of the locality that will be responsible for the cost of services rendered pursuant to the order.

Home/electronic incarceration.  Provides that home/electronic incarceration is deemed to be a term of confinement for an offender who has been convicted and sentenced to a term of confinement. The bill also provides that a court can assign home/electronic incarceration without its being a condition of probation.
