2. Notwithstanding the provisions of § 58.1-402 B 10 a, the addition specified in such subdivision shall be reduced by two thirds for taxable years beginning on and after January 1, 2009, but before January 1, 2010, and reduced by one third for taxable years beginning on and after January 1, 2010, but before January 1, 2011.
