By November 1, 2009, the Secretary of Transportation shall prepare a report on the speeds maintained on each of the high-occupancy vehicle lanes and the effect of allowing vehicles bearing clean special fuel vehicle license plates to use those lanes. The report shall be provided to the Chairmen of the House and Senate Transportation Committees.
