1. Line 58, substitute, after such member

insert

; including providing to each member of the General Assembly a document separate from the Budget Bill(s) that identifies the following by item number, narrative description, dollar amount and name of the member of the General Assembly who inserted the provision in conference: (i) any nonstate appropriation, (ii) any item in the conference report that was not included in the Budget Bill(s) as passed by either the House or the Senate, and (iii) any item that represents a piece of legislation that failed during that session in either house.  The report shall be made available on or before the date of the reconvened session.  For the purposes of this section, "Budget Bill" shall mean the general appropriation bill introduced in each house that authorizes the biennial expenditure of public revenues for the period defined in the procedural resolution
