Highway noise abatement structure on Va. Route 123 in Fairfax County.  Requires VDOT forthwith to reconstruct the highway noise abatement structure along Virginia Route 123 between Robert Carter Road and Chapel Road in Fairfax County so as to increase the total height of the structure by 10 feet.
