2008 SPECIAL SESSION II
WHEREAS, Hisham Mohammed Sadiq Younus Al-Noaimy, aged 31, a hero and great supporter of coalition forces and freedom and democracy for his fellow citizens of Iraq, died in a tragic motorcycle accident in Midlothian on April 23, 2008; and
WHEREAS, Hisham Younus had been residing in Virginia since October 2007 on a special immigration translator visa and was working with a United States Army recruiter to become an enlisted engineer soldier; and
WHEREAS, one of seven children, Hisham Younus was born into a loving and close-knit military family that lived on several Iraqi airbases because his father was an active duty Iraqi Air Force officer; and
WHEREAS, after graduating from high school, Hisham Younus earned a degree in civil engineering from Mosul University in Iraq; and
WHEREAS, when the United States invaded Iraq in 2003, Hisham Younus offered his considerable talent and expertise as an engineer and translator for the coalition forces; and
WHEREAS, Hisham Younus served the United States Army and his countrymen in Mosul for over four years as an engineer and interpreter with the 416th Civil Affairs Battalion; and
WHEREAS, as a member of the battalion’s Task Force Olympia, Hisham Younus helped manage a $1 million civilian park that featured a soccer stadium and the largest water fountain in Iraq; and
WHEREAS, Hisham Younus was a member of several missions to Baghdad to meet with members of the transitional government, helping to negotiate foreign investment laws to be included in the new constitution; and
WHEREAS, often placing his life in harm’s way, Hisham Younus assisted in more than 100 military convoys, was invaluable in many Iraqi stabilization and rebuilding efforts, and worked full-time for the Parsons Corporation to build primary health centers across Iraq; and
WHEREAS, in 2006, Hisham Younus began working for the United States Army Corps of Engineers at the Forward Operating Base in Mosul; and
WHEREAS, Hisham Younus served his country and America with distinction and was actively responsible for assisting in the management of more than 135 construction projects in the Ninawa Province, Iraq, and he was dedicated to “all international efforts to transition Iraq into a democratic country”; and
WHEREAS, a man of tremendous courage and conviction, Hisham Younus will be greatly missed by his loving family, his fellow citizens, and his many admirers in Iraq and in the United States; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly mourn the passing of a brave ally and friend of Virginia and the United States, Hisham Mohammed Sadiq Younus Al-Noaimy; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Hisham Mohammed Sadiq Younus Al-Noaimy as an expression of the General Assembly’s respect for his memory.
