AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to amend the Code of Virginia by adding in Article 15 of Chapter 1 of Title 33.1 a section numbered 33.1-223.2:21, relating to the long-range transportation improvement plan of the Hampton Roads Metropolitan Planning Organization.

Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding in Article 15 of Chapter 1 of Title 33.1 a section numbered 33.1-223.2:21 as follows:

§ 33.1-223.2:21.  Inclusion and elimination of improvements to the Hampton Roads Bridge-Tunnel in the long-range transportation plan of the Hampton Roads Metropolitan Planning Organization.

The Hampton Roads Metropolitan Planning Organization shall include improvements to the Hampton Roads Bridge-Tunnel as one of its highest priorities in its long-range transportation plan.  In the event funds are insufficient to undertake all projects in the long-range plan, the Hampton Roads Metropolitan Planning Organization shall eliminate sufficient other projects from its long-range plan so that improvements to the Hampton Roads Bridge-Tunnel may be included in the plan.  In identifying projects to be removed from the plan, those projects estimated to result in the least amount of traffic congestion relief shall be eliminated first, based on the results of the modeling and simulation study currently under way pursuant to House Joint Resolution 194 of the 2008 Regular Session of the General Assembly.
