086639724WHEREAS, Daniel Gropper of Vienna is recognized for his many accomplishments and as the National Oceanic and Atmospheric Association’s (NOAA) 2008 Environmental Hero; and
WHEREAS, NOAA established the Environmental Hero awards program in 1995 to commemorate Earth Day and to honor the outstanding citizens who help NOAA carry out its mission to predict changes in the Earth’s environment, raise awareness of weather services and public safety, and conserve the nation’s natural resources; and
WHEREAS, Daniel Gropper is a dedicated local volunteer, a professional engineer, a patent attorney, a ham radio operator, and an inventor who is passionate about the weather and public safety issues; and
WHEREAS, Dan Gropper has been a longtime advocate of the NOAA National Weather Service, NOAA Weather Radio, Skywarn Amateur Radio, and Emergency Alert System; and
WHEREAS, through his considerable knowledge and expertise, Dan Gropper contributed to the modernization of the NOAA National Weather Service in the 1990s, and his efforts helped establish the Skywarn program, which enlists trained volunteer weather spotters to provide timely severe weather reporting; and
WHEREAS, Dan Gropper worked closely with NOAA engineers to improve the emergency alert system and the Weather Radio All Hazards (NWR), a nationwide network of radio stations that broadcasts continuous weather and hazard information, warnings, and watches 24 hours a day, seven days a week; and
WHEREAS, among his many achievements, Dan Gropper has received patents on his inventions that enable fire, police, public safety, schools, and government and business entities to better receive critical NWR broadcasts; and
WHEREAS, an integral partner of NOAA and the public safety community, Dan Gropper is committed to improving emergency preparedness and weather information services for Virginians and all Americans; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend and congratulate Daniel Gropper as the worthy recipient of the National Oceanic and Atmospheric Association’s 2008 Environmental Hero Award; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Daniel Gropper as an expression of the General Assembly's appreciation of his many accomplishments.
