SB 689 Biodiesel and green diesel fuel; definition thereof.

SUMMARY AS PASSED:
Biofuels Production Incentive Grant Program; eligible fuels. Expands the definition of biofuels to include neat biodiesel fuel, neat green diesel fuel, and neat ethanol fuel. Biodiesel fuel is redefined as a fuel composed of mono-alkyl esters of long chain fatty acids derived from vegetable oils or animal fats, designated B100, and meeting the requirements of ASTM D6751. Green diesel fuel is now defined as a fuel produced from nonfossil renewable resources, including agricultural or silvicultural plants; animal fats; residue and waste generated from the production, processing, and marketing of agricultural products; silvicultural products; and other renewable resources, and meeting applicable ASTM specifications.
SUMMARY AS PASSED SENATE:
Biofuels production incentives; biodiesel fuel. Expands the definition of biodiesel fuel to include any biodiesel or green diesel that is a renewable, biodegradable and combustible liquid fluid fuel from agricultural or silvicultural plants, animal fats or other renewable resources including residue and waste generated from the production, processing, and marketing of agricultural products, silvicultural products, and other renewable resources that meets American Society for Testing and Materials (ASTM) specifications for Biodiesel Fuel (B100) Blend Stock for Distillate Fuels, ASTM specifications for green diesel for highway transportation use, or applicable fuel specifications for other uses.

Biofuels production incentives; biodiesel fuel. Expands the definition of biodiesel fuel to include any fuel combustible in a diesel engine that is derived from agricultural products, forest products, or other renewable resources.
