Annual license and registration fees in certain localities; collections. Requires that additional license and registration fees imposed by the Hampton Roads Transportation Authority and/or the Northern Virginia Transportation Authority be collected by the Department of Motor Vehicles or by agents or others who agree in writing to act on behalf of the Department.
