Fire Prevention Code; fireworks.  Prohibits a locality from restricting the manufacture, transportation, storage, sale or use of any permissible firework. Defines permissible firework as any ground-based or hand-held sparkler, fountain, snake, cap for pistols, spinner or smoke item.
