2008 SESSION
WHEREAS, Jack B. Coulter of Roanoke, a respected citizen and an exemplary circuit court judge of the Twenty-third Judicial Circuit of Virginia for many years, died on September 13, 2007; and
WHEREAS, Jack Coulter grew up in Roanoke, graduated from Jefferson High School in 1941, attended Washington & Lee University, and after the war, returned to his alma mater to earn a law degree cum laude from Washington & Lee School of Law in 1949; and
WHEREAS, Jack Coulter graduated from the United States Naval Academy and served his country on two tours of duty in the South Pacific Theater during World War II as an ensign aboard the heavy cruisers USS Vicksburg and Manchester; and
WHEREAS, after the war, Jack Coulter was assigned to the battleship USS Pennsylvania that participated in the atomic bomb trials at Bikini Atoll; and
WHEREAS, after completing active duty, Jack Coulter returned home and joined the firm of Dodson and Pence, where he practiced law for 26 years, until in 1975 he was appointed circuit court judge of the Twenty-third Judicial Circuit of Virginia; and
WHEREAS, during his distinguished service on the bench, Judge Coulter presided over thousands of cases with great distinction and was well-known for his scholarly written legal opinions; and
WHEREAS, when Judge Coulter retired in 1989, he was honored by the City Council and was presented the Keys to the City as Roanoke’s most honored and revered citizen; and
WHEREAS, Judge Coulter was a faithful member of the Second Presbyterian Church and was active in the church’s many missions in the community; and
WHEREAS, a man of great integrity and compassion, Judge Coulter will be fondly remembered and greatly missed by his wife of 62 years, Jeanne Hodges Coulter; his devoted children David, Philip, and Kathy and their wonderful families, including his beloved grandchildren; his dear friends and colleagues; and the citizens of Roanoke; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly note with great sadness the passing of an outstanding jurist and fine Virginian, Jack B. Coulter; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Jack B. Coulter as an expression of the General Assembly’s respect for his memory.
