Commending Elaine McConnell.

WHEREAS, Elaine McConnell, a respected member of the Fairfax County Board of Supervisors, retired in 2007 after 24 years of outstanding public service representing her fellow citizens of the Springfield District; and

WHEREAS, over the years, Elaine McConnell has been an innovative businesswoman and owner of several businesses and an exceptional community leader long before successfully running for public office; and

WHEREAS, during her tenure on the Fairfax County Board of Supervisors, Elaine McConnell was an invaluable leader on economic development, and she promoted the Fairfax County’s Economic Development Authority and both proposed and led the Economic Advisory Committee; and

WHEREAS, a compassionate and knowledgeable public servant, Elaine McConnell has been an advocate for citizens of low and moderate income, as well as a pioneer on issues concerning public education, programs to aid families, and services for children with special needs and behavioral problems; and

WHEREAS, an outspoken leader on transportation issues, Elaine McConnell supported raising the revenues necessary to address transportation problems, serving for many years as chair of the Fairfax County Transportation Subcommittee; was an early leader in the effort to establish the Virginia Railway Express and its commuter rail service; and was an uncompromising supporter of public safety, including the establishment of Fairfax County’s new Public Safety and Transportation Operations Center; and

WHEREAS, committed to improving the quality of life in Fairfax County, Elaine McConnell has been a dedicated environmentalist who worked diligently to protect and preserve the sensitive Occoquan Watershed; and

WHEREAS, Elaine McConnell is an accomplished pianist, organist, and composer, who has contributed in many ways as a faithful member of the Messiah United Methodist Church in Springfield, and she has been a tireless supporter of the church’s many missions in the community; and

WHEREAS, throughout her career, Elaine McConnell has supported public policies that are in the best interest of her fellow citizens, and she looks forward to continuing to serve her community in any way she can in the future; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Elaine McConnell on her outstanding leadership and service to the citizens of Fairfax County; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Elaine McConnell as an expression of the General Assembly’s gratitude for her many accomplishments and best wishes for success in all of her future endeavors.
