2008 SESSION
WHEREAS, Carl A. Barrs of York County, a respected citizen and admired businessman, died on July 5, 2007; and
WHEREAS, Carl A. Barrs was born on April 18, 1939, the son of Jesse and Grace Barrs, and at an early age he lived in Japan with his sister, mother, and father, who was assigned there during the post-World War II reconstruction; and
WHEREAS, Carl Barrs was a 1956 graduate of Warwick High School, where he was a member of the football and baseball teams; he was such a strong and talented pitcher that several area teams hired him to pitch for their adult baseball clubs; and
WHEREAS, after attending the University of Richmond, Carl Barrs began a lifelong career in site construction and real estate development; and
WHEREAS, Carl Barrs worked for E. G. Bowles Company in Richmond as a field supervisor and Peninsula Engineering Company in Newport News as chief estimator before joining the international firm of Lowe and Associates as a vice president; and
WHEREAS, encouraged by friends and associates, Carl Barrs founded his own successful business, C. A. Barrs Contractor, Inc., in 1971, which evolved into one of the largest site construction businesses on the Peninsula with more than 100 employees; and
WHEREAS, well-known as an honest, fair, and very keen entrepreneur, Carl Barrs served as an inspiration and mentor to his employees, his associates, and other area businessmen; and
WHEREAS, active in his community, Carl Barrs served as a commissioner on the Newport News Development and Housing Authority, a member of the board of the Newport News Savings and Loan Association, and chairman of the boards of Riverside Hospital and the Peninsula chapter of Ducks Unlimited; and
WHEREAS, Carl Barrs shared his passion as a sportsman, waterfowler, golfer, and saltwater fisherman with his friends and family, and he enjoyed running his boat, the Silver Streak, on the Chesapeake Bay and down to the Bahamas and Mexico in search of adventure and big fish; and
WHEREAS, Carl Barrs will be greatly missed by his mother and other loving family members, including his three devoted children, David, Stephen, and Suzanne, their spouses, and seven wonderful grandchildren, Laura, Anna, Cole, Brad, Caleb, Sarah, and Teddy; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly note with great sadness the passing of a fine community leader and outstanding Virginian, Carl A. Barrs; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Carl A. Barrs as an expression of the General Assembly’s respect for his memory.
