Celebrating the life of Kennan Joseph Garvey.

WHEREAS, Kennan Joseph Garvey of Arlington, a respected citizen and dedicated public servant, died on January 19, 2008; and

WHEREAS, a native of Indiana, Kennan Garvey attended Yale University and after graduation he and his wife joined the Peace Corps, teaching English in the Central African Republic; and

WHEREAS, in 1985, Kennan Garvey joined the Environmental Protection Agency (EPA) as a branch chief in the field and external affairs division, beginning a long and fruitful career with the agency; and

WHEREAS, Kennan Garvey became a specialist in pesticides for the EPA, first working in international pesticide control, helping to harmonize laws, practices, and policies around the world, and most recently as a senior adviser in the division that reviews and re-registers pesticides; and

WHEREAS, a member of the Friends Meeting of Washington, Kennan Garvey served as clerk of the meeting and clerk of trustees, and as part of his personal mission to help others, he made annual trips to Nicaragua to build earthquake-safe houses; and

WHEREAS, bicycling was a true passion in Kennan Garvey’s life, and he commuted to work by bike every day and shared his enthusiasm for the sport with his wife and friends; and

WHEREAS, Kennan Garvey was passionately involved with the Arlington-based nonprofit Phoenix Bikes, a mission that “was very close to his heart,” that provides an after-school program for children to learn bike repair and maintenance; and the Garvey family has established a fund to help the outstanding program for young people find a permanent home; and

WHEREAS, a devoted husband and father, Kennan Garvey will be fondly remembered and sorely missed by his wife of 34 years, Libby Garvey; his daughters, Shannon Hughes and Ruth Garvey; his stepfather, Raymond Niemeier; his three sisters, his brother, and three grandchildren; and countless other family members, friends, and colleagues; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Kennan Joseph Garvey, a dedicated public servant and a fine Virginian; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Kennan Joseph Garvey as an expression of the General Assembly’s respect for his memory.
