Commending Lucy Swart Beauchamp.

WHEREAS, Lucy Swart Beauchamp, an outstanding public servant, has served the citizens of the Brentsville District and Prince William County with distinction since 1992; and

WHEREAS, Lucy Swart was born in Arlington, graduated from Fairfax High School in 1967, received a bachelor’s degree in 1971 from the University of Georgia, and earned a master’s degree in experimental statistics from North Carolina State University; and

WHEREAS, Lucy Beauchamp was appointed as a representative to the Brentsville District School Board in 1992 and served as vice-chair of the school board from 1992 to 1994 and chair from 1994 to 1996; and

WHEREAS, Lucy Beauchamp’s many years as a substitute teacher and preschool teacher from 1987 to 1990, as well as her experience teaching junior high and high school mathematics in schools in Georgia, made her uniquely qualified to serve as a skilled and knowledgeable school board chairman; and

WHEREAS, in 1996, Lucy Beauchamp became the first school board chairman to be elected by the citizens of Prince William County; and because of her hard work and dedicated public service was reelected in 1999 and 2003; and

WHEREAS, Lucy Beauchamp also served 16 years as a member of the Prince William County School Board; and

WHEREAS, committed to the prosperity of her community and the well-being of its citizens, Lucy Beauchamp served as a member of the board of the Prince William County-Greater Manassas Chamber of Commerce and the Prince William County Schools Education Foundation, and as chair of the statewide consortium Virginia CARES; and

WHEREAS, Lucy Beauchamp has given her time and many talents to many civic organizations over the years, including as treasurer of the Library Bond Committee and as the Brentsville District representative to the Joint County-City Jail Expansion Committee; and

WHEREAS, Lucy Beauchamp was an active school volunteer, serving in the classroom and holding many offices in the parent-teacher organization of Bennett Elementary School, Marsteller Middle School, and Osbourn Park High School; and she also was an invaluable and longtime member of the schools’ advisory councils; and

WHEREAS, Lucy Beauchamp served as chair of the Northeastern region of the Virginia School Board Association for two years, as well as a board member of the Virginia School Boards Association, Coalition for Human Services, Primary Healthcare Van, Pediatric Primary Care Project, Sudley Club, and Voluntary Action Center; and

WHEREAS, Lucy and David Beauchamp have been married since August 19, 1972, and are the loving parents of two daughters, Polly Salter and Kelly Payne, and grandparents of Zachary and Tyler; and

WHEREAS, Lucy Beauchamp currently serves as director of development for SciencePort, Northern Virginia’s Science Center; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Lucy Swart Beauchamp on her outstanding career and her commitment to the teachers, children, and citizens of Prince William County; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Lucy Swart Beauchamp as an expression of the General Assembly’s admiration of her many achievements and best wishes in all of her future endeavors.
