WHEREAS, E. Joseph West of Falls Church, a respected citizen and community supporter, died on January 8, 2008; and

WHEREAS, E. Joseph “Joe” West was First Vice President-Investments and Portfolio Manager with Smith Barney, Inc., and the areas of expertise he offered his clients included investment policy and structure, asset allocation, performance evaluation, and quantitative analysis techniques as applied to investment risk assessment; and

WHEREAS, always concerned with professional development, Joe West was a member of the CFA Society of Washington, D.C., the CFA Institute, the International Society of Financial Analysts, the National Association for Business Economics, the National Economists Club, and the Washington Association of Money Managers; and

WHEREAS, committed to serving his community and state, in 2000, Joe West was appointed to the Board of the Virginia College Building Authority by Governor James S. Gilmore III; and

WHEREAS, a devoted and thoughtful husband and father, Joe West will be fondly remembered and sorely missed by his wife of 27 years, Karen; his son, E. Joseph West II; his brother Peter and sister Pamela; and many other family members and friends; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of E. Joseph West; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of E. Joseph West as an expression of the General Assembly’s respect for his memory.
