Be it enacted by the General Assembly of Virginia:

1.  That § 3.1-188.35 of the Code of Virginia is amended and reenacted as follows:

§ 3.1-188.35. Rules and regulations.

The Board shall promulgate such rules and regulations as are necessary for the efficient execution of the provisions of this article and any necessary quarantines shall be adopted pursuant to § 3.1-188.23. The Board, in consultation with the Virginia Invasive Species Working Group, shall promulgate regulations that require dealers to label all invasive species of nursery stock.
