A BILL to amend the Code of Virginia by adding in Article 15 of Chapter 1 of Title 33.1 a section numbered 33.1-223.2:18, relating to statistical information provided by the Virginia Department of Transportation.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 15 of Chapter 1 of Title 33.1 a section numbered 33.1-223.2:18 as follows:

§ 33.1-223.2:18. Department to provide annual statistical information.

The Virginia Department of Transportation, in cooperation with regional planning district commissions and metropolitan planning organizations, shall collect and report the following data on the performance of the Commonwealth's transportation system:

1. The total number of vehicle miles traveled and annual rate of growth in vehicle miles traveled;

2. Vehicle miles traveled per capita and the annual rate of change in vehicle miles traveled per capita;

3. Vehicle trips made and the annual rate of growth in vehicle trips made;

4. Vehicle trips made per capita and annual rate of change in vehicle trips made per capita;

5. Modal shares of total trips made for driving, transit, carpooling, telecommuting, walking, and bicycling; and

6. Carbon dioxide emissions levels.

This information shall be provided on a statewide basis and for the planning district and/or metropolitan planning organization regions of Northern Virginia, Fredericksburg, Hampton Roads, and Richmond. Data will be collected at least once per year and in advance of the preparation of updated regional and state transportation plans. This information shall be disseminated to the General Assembly and to the Commonwealth Transportation Board in September of each year and be posted on the Department's website, except that if an updated regional transportation plan is being submitted to the Board that year, then submission of the data with the updated plan will qualify for annual reporting purposes.
