HOUSE RESOLUTION NO. 33 Celebrating the life of Sam T. Barfield.

 

Agreed to by the House of Delegates, March 8, 2008

 

WHEREAS, Sam T. Barfield of Norfolk, a respected public official and civic leader, died on March 4, 2008; and

WHEREAS, Sam Barfield represented the citizens of Norfolk as a member of the Norfolk City Council from 1960 to 1969 and as the commissioner of the revenue for 29 years, assuming the office in 1969; and

WHEREAS, Sam Barfield's leadership qualities, initiative, innovative spirit and unwavering sense of fairness were characteristics indicative of his integrity and devotion to his city; and  

WHEREAS, during World War II, Sam Barfield began as an enlisted soldier in his beloved Marine Corps; he became an officer, completing duty in Okinawa, Saipan, and Iwo Jima, earning two Purple Hearts and a Silver Star; and

WHEREAS, on Mount Suribachi, Sam Barfield, a Marine officer, was captured and tortured by Japanese forces before escaping; and 

WHEREAS, as longtime commissioner of the revenue for Norfolk, Sam Barfield was an outspoken defender of constitutional officers as the people’s liaison with government and served as president of the Commission of Revenue Association of Virginia; and

WHEREAS, in his long service to the people of the City of Norfolk, Sam Barfield developed a reputation as a man who disliked taxes, but understood the need to tax and to support the development of the city’s tax base; and

WHEREAS, Sam Barfield will be fondly remembered and greatly missed by his wife, Jan, and his daughter, Sharon Lee, and countless other friends and colleagues; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of Sam T. Barfield, an outstanding contributor to the Norfolk community and a fine Virginian; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Sam T. Barfield as an expression the House of Delegates’ respect for his memory.
